BFAD is now FDA by the power of RA 9711
The Bureau of Food and Drugs (BFAD) will now be known as the Food and Drugs Administration. The BFAD was renamed into FDA by the power of the Republic Act 9711 which was signed into law by President Gloria Macapagal Arroyo last Tuesday in Malacañang, witnessed by some lawmakers and government officials.
RA 9711, according to Health Secretary Francisco Duque III, is a dream come true, “This has been the missing link in so far as the delivery and provision of quality medicines and health products is concerned.”
He added that the new law, in essence complements the Cheaper Medicines Law.
A consolidation of Senate Bill 2645 and House Bill 3293, RA 9711 boosts the regulatory capacity of the FDA by mandating the establishment of adequate testing laboratories and field offices, upgrading its equipment and personnel, and authorizing the agency to retain income.
Duque said its strength lay in the creation of a separate center for every major product category for a more efficient regulation of the manufacture, importation, export, distribution, sale, among others, of any product.
Because of this, different centers will be provided for the following; food regulation and research; cosmetics regulation and research; and device regulation, radiation, health and research.
“The products under these different centers will be regulated by the FDA in terms of their importation, exports, manufacturing, distribution, advertising, marketing, all the processes in the manufacture of these products,” Duque said.
To facilitate local registration of products, RA 9711 also mandates the setting up of modern and complete testing laboratory facilities in Luzon, Visayas and Mindanao. These, apart from their existing laboratory at the FDA’s laboratory office.
